1 teaspoon peppercorns
3 cloves
2 tablespoons sugar
6 tablespoons white rum or water
1/4 cup soy sauce
1 1/2 teaspoons grated lemon rind
3 tablespoons lemon juice
3 teaspoons ground ginger
3 teaspoons garlic powder
4 tilapia fillets
salt and freshly ground black pepper
olive or peanut oil
1 1/2 cups julienned mixed vegetables (carrots, zucchini, yellow squash, bell peppers)

In a dry skillet, toast the peppercorns and cloves over medium heat until puffs of smoke begin to appear (about 1 minute). Transfer to a mortar and crush roughly.

In a small saucepan, simmer sugar, soy sauce, rum or water, lemon zest, and lemon juice over medium heat. Add the peppercorn/clove mixture, ginger, and garlic powder. Reduce by half and allow to cool.

Place the tilapia fillets in the cooled marinade and let sit for 20 minutes.

Preheat the oven to 375 degrees F.

Heat a skillet over medium high heat.

Remove the fish from the marinade. Season the fillets with salt and pepper.

Pour the marinade into a small saucepan, bring to a boil, and remove from heat.

Add the oil to the heated skillet and saute the fillets for about 2 minutes on each side.

Divide the julienned vegetables into four piles on a baking pan. Place fillets on the vegetable piles and put in over for 5 to 7 minutes, or until done.

Brush marinade on finished fish. Serve with vegetables as soon as possible.
