I buy Israeli couscous all the time. I've seen it referred to as pearl couscous sometimes.
Toasted is a good thing for flavor. I usually toast mine in a dry pan before cooking, so it looks like that may be already done for you.
Often, I cook it like one would cook risotto. Add some liquid and simmer until absorbed. Add more and simmer more.... keep it up until tender. I usually use some combination of water and stock to add flavor.
