WackiWiki cites 3.1% tot 3.8% - depending on where Waldo is measuring; with an average of 3.5% - those numbers are by weight.

same article cites the density of seawater ranging from
1020 kg per cubic meter = 63.68 lbs per cubic foot
to
1029 kg per cubic meter = 64.24 lbs per cubic foot

a cubic foot = 12 inches x 12 inches by 12 inches = 1728 cubic inches

one gallon = 231 cubic inches

one cubic foot of water contains (1728 / 231) = 7.4805 gallons
so one gallon of seawater weighs
8.5123 lbs to 8.5877 lbs

on the minimum end, least salt content x lowest density, amount of salt is
3.1% of 8.5123 lbs = 0.2639 lbs of salt

on the maximum end, highest salt content x highest density, amount of salt is
3.8% of 8.5877 lbs = 0.3263 lbs of salt

"about half a pound" = "about" 0.5 lbs

so, no body missed #2.
